Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1352.

This bill authorizes the governing body of a code home rule
county to impose a transfer tax on instruments of writing, sets a
limit on the tax imposed, and provides for exemptions from the
transfer tax.

Senate Bill 616, which was passed by the General Assembly and
signed by me on May 17, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1352.

AN ACT concerning

Code Counties - Transfer Tax

FOR the purpose of authorizing the governing body of a code home
rule county to impose a transfer tax on certain instruments
of writing; setting a certain limit on the tax that may be
imposed; providing for certain exemptions from the transfer
tax; providing for the construction of this Act; and
generally relating to the authority of a code home rule
county to impose a transfer tax.
