Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1318.

This bill provides a two year extension of Chapter 652 of the
Acts of 1987 which authorizes judges in jurisdictions that have
applied for financial assistance for the construction or
enlargement of their detention centers to commit persons
sentenced to more than six months and less than one year to the
State correctional system until the facility is ready for use.

Senate Bill 790, which was passed by the General Assembly and
signed by me on May 17, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1318.

Public Safety and Corrections - Local Detention Centers

FOR the purpose of repealing the termination of a certain Act and
generally relating to the sentencing of prisoners to the
Division of Correction under certain circumstances.

BY repealing and reenacting, without amendments,

Chapter 652 of the Acts of the General Assembly of 1987
