Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1126.
This bill allows students who are not residents of this State and
who enroll in education courses or programs leading to licensure
in health occupations at public institutions of higher education
to pay tuition and other mandatory fees at the same rate as
residents of this State.
Senate Bill 648, which was passed by the General Assembly and
signed by me on May 27, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1126.

AN ACT concerning
Nursing Shortage - Higher Education Tuition Fees -
Health Occupation Courses and Programs
FOR the purpose of allowing certain students who are not
residents of this State and who enroll in certain education
courses or programs leading to licensure in certain health
occupations at certain public institutions of higher
education to pay tuition and other mandatory fees at the
same rate as residents of this State under certain
circumstances; providing for a termination of the tuition
reduction program under certain circumstances; requiring the
State Board for Higher Education to report to the
Legislative Policy Committee annually concerning student
participation in the program; and generally relating to
higher education tuition fees.
