regulate home improvement contractors. House Bill 807 does not
exempt those contractors from having to fulfill the requirements
of that statute.
Finally, this legislation requires that contractors obtain
liability insurance, and does not require that a performance bond
be secured. My major fear about that provision is that it fails
to protect consumers against poor workmanship.
For those reasons, I have decided to veto House Bill 807.

AN ACT concerning
Licenses - Heating, Ventilation, Air Conditioning,
and Refrigeration Contractors
FOR the purpose of establishing a State Board of Heating,
Ventilation, Air Conditioning, and Refrigeration to license
and regulate certain heating, ventilation, air conditioning,
and refrigeration contractors; establishing the membership,
composition, officers, staff, meetings, powers, duties, and
procedures of the Board; requiring that certain persons
obtain a heating, ventilation, air conditioning, and
refrigeration contractor's license and providing certain
exceptions and waivers; specifying the requirements,
qualifications, procedures, and fees for obtaining,
renewing, reactivating or restoring the license; requiring
the examination of applicants for the license and providing
certain exceptions; specifying the scope of the license and
establishing procedures for the issuance, display, denial,
suspension, or revocation of the license; establishing
certain procedures for advertising heating, ventilation, air
conditioning, and refrigeration services; providing for
heating, ventilation, air conditioning, and refrigeration
inspectors; establishing certain procedures for the hearing
of cases and the appeal of contested cases; establishing
certain prohibitions and penalties; establishing certain
restrictions on the transfer of the license; defining
certain terms; deleting the installation of central heating
or air conditioning systems from the definition of "home
improvement"; specifying that heating, ventilation, air
conditioning, and refrigeration contractors are not required
to obtain a contractor's subcontractor's, or salesman's
license under certain circumstances; specifying the terms of
