SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 651.

This bill requires a veterinarian or a commercial boarding kennel
operator to provide written notification to an animal owner that
the veterinarian or operator does not provide a certain service.

Senate Bill 265, which was passed by the General Assembly and
signed by me on May 17, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 651.

AN ACT concerning

Veterinarians and Commercial Boarding Kennel Operators -
24-Hour Supervision - Notice

FOR the purpose of requiring a veterinarian or a commercial
boarding kennel operator to provide reasonable written
notification to an animal owner, by using a certain means,
that the veterinarian or operator does not provide a certain
service; and providing for a certain penalty.
