VETOES

While this legislation is certainly well intentioned, I believe
that its benefits do not outweigh the possible loss of funds or
the unnecessary delay of grants that could result. The
Department of State Planning provides an important service in its
current role as "clearinghouse" for information. It obviously
would be able to continue to provide this service, perhaps in an
improved manner, if it received the official status under HB 300
as the State's repository and clearinghouse for information on
federal and State grants, loans, and other financial and
technical assistance programs. To accomplish that end, I would
consider establishing the Department of State Planning as a
clearinghouse by Executive Order, or supporting appropriate
legislation next Session. However, considering the existing
services and procedures offered by the Department, I do not feel
that it is reasonable to risk the losses that might occur if the
rigid 60 day advance publication provision were to go into
effect.

For these reasons, I have today vetoed House Bill 300.

AN ACT concerning

Department of State Planning - State Clearinghouse
for Intergovernmental Assistance

FOR the purpose of establishing by statute the State

Clearinghouse for Intergovernmental Assistance in the

Department of State Planning a repository and clearinghouse
for information concerning federal and State financial and
technical assistance; requiring the Clearinghouse in
addition to certain other responsibilities Department to
publish a certain catalog of State assistance programs and
establish a repository for certain information on grant or
assistance opportunities; providing that the clearinghouse
shall; requiring the Department to adopt regulations to
require certain units of State government to publish certain
information on State grants in the Maryland Register within
a certain time and to submit certain information to the

Department; and relating generally to the State

Clearinghouse for Intergovernmental Assistance generally
relating to the establishment of a clearinghouse for
information within the Department of State Planning.
