A THOROUGH DISCUSSION OF ITS PROGRAMS AND THE PARTICIPATION OF
THE BLIND COMMUNITY IN THESE PROGRAMS; and

(3) Be audited annually.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 826.

This bill requires medical laboratories to report to the
Department of Health and Mental Hygiene the number of blood
samples tested for HIV.

House Bill 1329, which was passed by the General Assembly and
signed by me on May 27, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 826.

FOR the purpose of requiring the directors of certain medical
laboratories where serum samples are tested for human
immunodeficiency virus to submit a certain report to the
Secretary of Health and Mental Hygiene every month;
requiring the report to contain certain statistics under
certain circumstances; requiring the report to be on a
