shall be appointed from a list submitted by the National
Federation of the Blind of Maryland; establishing that 4 of
the 11 trustees must be either blind or individuals with
knowledge and expertise concerning the needs and abilities
of the blind community; requiring that the list contain a
certain number of names a certain report of the board
include a certain discussion; making certain technical
changes; and generally relating to the Board of Trustees of
the Blind Industries and Services of Maryland.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 30 - Deaf, Mute or Blind
5.
(A) General supervision and control of all such training
and employment centers shall be vested in a board of eleven
trustees, all of whom shall be appointed by the Governor, by and
with the advice and consent of the Senate.
(B) OF THE 11 TRUSTEES, AT LEAST 4 SHALL BE:
(1) BLIND; OR
(2) INDIVIDUALS WITH KNOWLEDGE AND EXPERTISE
CONCERNING THE NEEDS AND ABILITIES OF THE BLIND COMMUNITY.
(C)(1) THE GOVERNOR SHALL APPOINT A TRUSTEE WHO MEETS THE
REQUIREMENTS OF SUBSECTION (B) OF THIS SECTION FROM A LIST
SUBMITTED BY THE NATIONAL FEDERATION OF THE BLIND.
(2) THE NUMBER OF NAMES ON THE LIST SHALL BE 3 TIMES
THE NUMBER OF VACANCIES.
(D) (C) [When the trustees are appointed to terms effective
July 1, 1977, four shall be appointed for three years, four shall
be appointed for two years, and three shall be appointed for one
year. Any trustee appointed to the board thereafter shall be
appointed for a term of three years.] (1) THE TERM OF A MEMBER
IS 3 YEARS.
(2) THE TERMS OF MEMBERS ARE STAGGERED AS REQUIRED BY
THE TERMS PROVIDED FOR MEMBERS OF THE BOARD ON JULY 1, 1988.
