Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 613.

This bill makes it a misdmeanor, subject to certain penalties, to
give a check or other negotiable instrument in payment of fines
or costs imposed in any court if the instrument is not honored on
presentment.

House Bill 921, which was passed by the General Assembly and
signed by me on May 17, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 613.

AN ACT concerning

Bad Checks - Fines and Costs

FOR the purpose of making it a misdemeanor, subject to certain
penalties, to give a certain instrument in payment of fines
or costs imposed in any court if the instrument is not
honored on presentment; and making stylistic changes.
