WILLIAM DONALD SCHAEFER, Governor

Vehicle Security Fund as of the close of business on June 30,
1975 shall be transferred to the Property and Casualty Insurance
Guaranty Corporation and administered through the appropriate
account under § 506 of this subtitle. On July 1, 1981, all the
assets and obligations of every type and description of the
Workmen's Compensation Insolvency Fund at the close of business
on June 30, 1981 shall be transferred to the Property and
Casualty Insurance Guaranty Corporation and administered through
the appropriate account under § 506 of this subtitle.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 517.

This bill prohibits an individual who is mentally ill from
possessing a pistol or revolver unless the person obtains a
physician note stating he/she may carry a weapon without danger
of being harmful.

House Bill 828, which was passed by the General Assembly and
signed by me on May 27, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 517.
