step backwards at a time when I am developing ways to strengthen
our weapons for fighting the drug problem. A strong forfeiture
capability which deals harshly with violators can and should be
one of our mightiest weapons against drugs.

The Board of Directors of the Maryland State's Attorneys'
Association, the Maryland Chiefs of Police, the Baltimore City
State's Attorney, the Governor's Office of Public Safety, and the
Governor's Office of Justice Assistance have requested a veto of
this legislation.

For the above reasons, I have decided to veto Senate Bill 463.

AN ACT concerning

Controlled Dangerous Substances - Forfeiture and Seizure

FOR the purpose of altering certain provisions of law concerning
the forfeiture of certain conveyances; establishing certain
evidentiary requirements in a forfeiture proceeding; and
generally relating to the forfeiture of conveyances.
