SECTION 7. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay
vote supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, and shall take effect
from the date it is enacted.

SECTION 11. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 458.

This bill extends the cost requirements for health maintenance
organizations to 1991, but exempts ambulatory surgical centers
controlled by health maintenance organizations.

House Bill 532, which was passed by the General Assembly and
signed by me on May 27, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 458.
