Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 361.

This bill authorizes a municipal corporation, if a county
expressly approves, to place annexed land in a zoning
classification that permits a substantially different land use.

House Bill 667, which was passed by the General Assembly and
signed by me on May 17, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 361.

AN ACT concerning

Municipal Corporations - Annexation - Zoning

FOR the purpose of authorizing a legislative body of a municipal

corporation to divide annexed land into one or more

districts under certain circumstances; providing for the
application of regulations to those districts; and generally

relating to the establishment of zoning districts in land
annexed by a municipal corporation municipal corporation,
with the express approval of the county governing body and
notwithstanding a certain provision of zoning law if a
county expressly approved, to place annexed land in a zoning
classification that is substantially different than the use
specified in certain plans permits a substantially different
land use; and generally relating to the establishment of
zoning districts in land annexed by a municipal corporation.
