Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 76.
This bill makes certain video records confidential and generally
forbids tape distributors from disclosing identifying information
concerning their customers.
House Bill 56, which was passed by the General Assembly and
signed by me on May 27, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 76.

AN ACT concerning
Video Privacy Protection Act
Videotape Distribution - Publication of Protected Information
FOR the purpose of prohibiting the wrongful disclosure by
videotape distributors of certain information relating to
the identity of videotapes and the identity of individuals
renting or purchasing those videotapes for home use rented
or purchased by certain individuals; defining certain terms;
providing certain penalties; and generally relating to the
protection of a reasonable expectation of privacy in the
rental or sales of videotapes.
FOR the purpose of prohibiting certain videotape distribution and
certain other persons from publishing certain information
relating to an individual who buys, rents, or borrows
videotapes, videodisks, or films; defining certain terms;
providing certain exceptions; providing certain penalties;
and generally relating to the publication of certain
information by videotape distributors.
