VETOES

There is a Board of Trustees of State Universities and
Colleges which exercises direction and control of:

(1)  Bowie State College;

(2)  Coppin State College;

(3)  Frostburg State University;

(4)  Salisbury State [College] UNIVERSITY;

(5)  The University of Baltimore.;

(6)  Towson State University; and

(7)  Any other 4-year State college established after
July 1, 1976.

SECTION 2. AND BE IT FURTHER ENACTED, That the provisions
of this Act renaming Salisbury State College to Salisbury State
University shall be contingent on the recommendation of the State
Board for Higher Education, in accordance with the provisions of
§ 12-112 of the Education Article, that Salisbury State College
be renamed Salisbury State University.

SECTION 3. AND BE IT FURTHER ENACTED, That, subject to the
provisions of Section 2 above, this Act shall take effect July
1, 1988.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 18.

Senate Bill 18 requires the Department of the Environment to
notify each member of the General Assembly whose district
includes a site for a refuse disposal system or any member of the
General Assembly who requests notification before a permit is
issued, renewed, or extended for that site.
