JOINT RESOLUTIONS

reduction may diminish the salary of a judge during his
continuance in office. The General Assembly may not amend this
Joint Resolution to increase these recommended salaries. Should
the General Assembly not adopt or amend this Joint Resolution
within 50 days of its introduction the salaries recommended
herein shall apply during fiscal year 1989. Should the General
Assembly reject any or all of the salaries herein recommended,
the salaries of the judges so affected shall remain unchanged
during fiscal year 1989, unless modified under other provisions
of the law; and

WHEREAS, The Judicial Compensation Commission held 30
meetings between December of 1980 and January of 1989. It met
with numerous persons, including legislators, executive
officials, bar associations, and judges. The Commission
considered many aspects and facets of judicial compensation. The
Commission by a vote of 5 or more of its members has recommended
judicial salaries for fiscal year 1989, now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, As recommended
by the Judicial Compensation Commission, beginning July 1, 1988,
that the salaries for Maryland's Judiciary be those proposed in
the Commission's 1986 Report modified by a percentage increase
equivalent to any general salary increase granted State employees
beginning July 1, 1988. The general salary increase recommended
by the Governor for fiscal 1989, to begin July 1, 1988, is 4%.
Should the General Assembly adopt a general salary increase other
than 4%, the amount to be added to the salaries recommended in
the Commission's 1986 Report shall be adjusted in concert with a
general increase less than but not greater than 4%, the resultant
figure inclusive of any salary increases that would otherwise be
provided by operation of Section 1-703(b) of the Courts and
Judicial Proceedings Article. Based on salaries recommended by
the Commission's 1986 Report, to which is added a general salary
increase of 4%, and with the resultant amounts rounded to the
next higher $100, the salary levels for Maryland's Judiciary
beginning July 1, 1988, shall be as follows:

Special Appeals

Chief                                                                                        85,300

Associate                                                                                83,800

Circuit

Judge                                                                                        82,200

District

Chief                                                                                        83,800

Associate                                                                                76,000.
