JOINT RESOLUTIONS

(1)  1 member of the House of Delegates, appointed by
the Speaker of the House, and 1 member of the Senate of Maryland,
appointed by the President of the Senate;

(2)  the Consumer Health Advocate of the Consumer
Protection Division of the Office of the Attorney General;

(3)  a representative of the Guild of Patient Account
Managers;

(3) (4) a representative of the Department of Health
and Mental Hygiene, appointed by the Governor on the
recommendation of the Secretary of Health and Mental Hygiene;

(4) (5) a representative of the Maryland Health
Services Cost Review Commission, appointed by the Governor on
the recommendation of the Executive Director of the Commission;

(5) (6) a representative of the Maryland Hospital
Association, appointed by the Governor on the recommendation of
the President of the Association;

(6) (7) a representative of the Maryland Division of
Insurance appointed by the Governor on the recommendation of the
Insurance Commissioner; and

(7) (8) 4 consumers, at least 2 of whom shall
represent senior citizens, including one from Betterment for
United Seniors (B.U.S.); and be it further

RESOLVED, That the Governor designate the chairman of the
committee; and be it further

RESOLVED, That the committee report its findings and
recommendations to the General Assembly and the Governor by
December 1, 1988; and be it further

RESOLVED, That staff for the committee be provided by the
Department of Health and Mental Hygiene; and be it further

RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Governor of Maryland;
the President of the Senate of Maryland; the Speaker of the House
of Delegates; the Honorable J. Joseph Curran, Attorney General of
Maryland, Calvert and Fayette Streets, Baltimore, MD 21202;
William Foster, President, Guild of Patient Account Managers,
9101 Franklin Square Drive, Baltimore, MD 21237; the Honorable
Adele Wilzack, Secretary of Health and Mental Hygiene, 201 West
Preston Street, Baltimore, MD 21201; Richard J. Davidson,
President, Maryland Hospital Association, 1301 York Rd.,
Lutherville, MD 21093; Harold A. Cohen John Colmers, Executive
Director, Maryland Health Services Cost Review Commission, 201
West Preston Street, Baltimore, MD 21201; and Edward J. Muhl,
