AN ACT concerning
Cecil County - Increasing the Number of
County Commissioners from 3 to 5
FOR the purpose of altering the number of county commissioners in
Cecil County; providing the mechanism for the development of
commissioner districts before a certain date; providing that
the change in the number of commissioners shall apply only
to terms of office beginning after the 1990 general
election; submitting this Act to a referendum of the legally
qualified voters of Cecil County; providing that this Act is
contingent on ratification by the voters of Cecil County;
and generally relating to the Board of County Commissioners
of Cecil County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 8 - Cecil County
1-15.
There shall be [three] 5 county commissioners for Cecil
County.
SECTION 2. AND BE IT FURTHER ENACTED, That, upon the
approval by the voters of Cecil County of this Act, the
Department of Legislative Reference shall assist the House and
Senate members of the Cecil County Delegation to the General
Assembly in the preparation of commissioner districts that shall
comply with constitutional voting requirements. The new
commissioner districts shall be established, based upon the 1980
decennial census, by a law enacted by the General Assembly prior
to the primary election in 1990 and shall be implemented for the
1990 elections. The commissioner districts shall be
