(2) The sewage sludge generator from which the sludge
originated has not paid applicable generator's fees; OR
(3) THE SEWAGE SLUDGE HAS BEEN GENERATED IN A STATE
IN WHICH THE LAWS OR APPLICATION OF THOSE LAWS DO NOT RESULT IN
THE LAND APPLICATION OF SEWAGE SLUDGE IN THAT STATE.
SECTION 2. AND BE IT FURTHER ENACTED, That if any provision
of this Act or the application thereof to any person or
circumstance is held invalid for any reason in a court of
competent jurisdiction, the invalidity does not affect other
provisions or any other application of this Act which can be
given effect without the invalid provision or application, and
for this purpose the provisions of this Act are declared
severable.
SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1988.

AN ACT concerning
State Lottery - Deadline for Claiming Prizes
FOR the purpose of clarifying a requirement that a prize winner
in certain State lottery drawings claim a prize within a
certain period of time; altering the period of time within
which a State lottery prize must be claimed and during which
the Director of the State Lottery Agency is required to keep
an unclaimed prize; clarifying that the State's sovereign
immunity is waived in certain actions in contract brought by
a prize winner; making this Act retrospective with respect
to certain State lottery prize winners; requiring the
Director to pay certain prizes from a certain fund under
certain conditions; and generally relating to the deadline
for claiming and payment of State lottery prizes.
