SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
be construed retroactively and shall be applied to and
interpreted to all fiscal years beginning on or after July 1,
1981.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

AN ACT concerning
Sewage Sludge Permits - Sending Certain Information
Notice to Counties and Soil Conservation districts -
Use of Utilization fund
FOR the purpose of requiring the Department of the Environment to
send to local health officials and the local Soil
Conservation District copies of sewage sludge utilization
permits, certain notices relating to sewage sludge
utilization permits, and, and certain times, sewage sludge
reports containing certain information certain reports filed
with the Department; authorizing the Department to contract
with counties to provide, through an expenditure of the
Sewage Sludge Utilization fund, supplemental inspections and
monitoring of sewage sludge utilization sites; limiting the
value of the services provided under the contract; requiring
the Department to deny an application for a sewage sludge
utilization permit under certain circumstances; making
provisions of this Act severable; and generally relating to
notification to local health officials by the Department of
the Environment of information relating to the utilization
of sewage sludge.
