Preamble

WHEREAS, The State of Maryland is committed to helping
special populations receive decent, appropriate housing and
related services in community settings; and

WHEREAS, Coordination among the various State agencies
serving special populations must be a priority in developing
community residential facilities; and

WHEREAS, The success of community residential programs is
dependent in large part upon community acceptance which
facilitates normal integration of special populations into
communities; and

WHEREAS, Local governments have an essential role in
providing basic services to meet the needs of special
populations; and

WHEREAS, It is the intent of the General Assembly to enhance
effective programming and foster normal integration of special
populations into communities by directing State agencies involved
with developing community residential facilities to do so in
consultation and cooperation with local governing bodies; now,
therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section(s) 2-104(b)(2) of Article - Health -
General of the Annotated Code of Maryland be renumbered to be
Section(s) 2-104(b)(3).

SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of
Maryland read as follows:

(b) (2) (I) THE SECRETARY SHALL ADOPT REGULATIONS, IN

CONSULTATION AND COOPERATION WITH LOCAL GOVERNING BODIES, TO
GOVERN THE SITING BY THE DEPARTMENT, THE DEPARTMENT OF HOUSING
AND COMMUNITY DEVELOPMENT, THE DEPARTMENT OF HUMAN RESOURCES, AND
THE JUVENILE SERVICES AGENCY OF STATE-FUNDED COMMUNITY RESIDENCES
FOR SPECIAL POPULATIONS., INCLUDING REGULATIONS THAT:
