(6) NOTICE TO THE RECIPIENT AS REQUIRED BY THE
PROVISIONS OF THE MARYLAND RULES RELATING TO THE CONTENT OF
CHARGING DOCUMENTS; AND
(7) ANY OTHER NECESSARY INFORMATION.
(F) IN CONSULTATION WITH THE DISTRICT COURT, THE CITY OF
BALTIMORE SHALL ADOPT BY ORDINANCE AND REGULATION NECESSARY AND
APPROPRIATE PROVISIONS AND PROCEDURES TO IMPLEMENT THIS SECTION.
[(b)] (G) These officers may receive complaints and
investigate all violations of the ordinances in subsection (a),
and also all violations reported to them by any State department
or agency of any State law or regulation concerning buildings,
public health, fire, or sanitation.
[(c)] (H) The officers may not arrest or take into
custody any violator of such ordinances or otherwise have the
power of arrest in their official capacity. A record of
appointment of officers shall be kept by the Commissioner and any
appointment may be revoked by him at any time. The form of badge
and the type of uniform that may be worn by the special
enforcement officers must be approved by the Police
Commissioner.]

(a) This section does not apply to a citation:
(1) For a violation of a parking ordinance or
regulation adopted under Title 26, Subtitle 3 of the
Transportation Article; or
(2) Adopted by the State Motor Vehicle Administration
pursuant to Transportation Article, § 26-406 for use in traffic
offenses; or
(3) Prescribed by the Department of Natural Resources
in accordance with Natural Resources Article, § 1-205; OR
(4) ADOPTED BY BALTIMORE CITY PURSUANT TO SECTION
16-16A (SPECIAL ENFORCEMENT OFFICERS) OF THE CODE OF PUBLIC LOCAL
LAWS OF BALTIMORE CITY FOR VIOLATION OF DESIGNATED PROVISIONS OF
THE CODES, ORDINANCES, AND PUBLIC LOCAL LAWS OF BALTIMORE CITY
PERTAINING TO BUILDING, HOUSING, HEALTH, FIRE, SAFETY, ZONING,
AND SANITATION.
(b) The form of a citation used as a charging document
shall be uniform throughout the State.
