12-102. BEGGARS.

THE FOLLOWING PERSONS ARE BEGGARS:

(1) EVERY PERSON WHO HABITUALLY WANDERS ABOUT AND
BEGS FROM HOUSE TO HOUSE; OR

(2) EVERY PERSON WHO SITS OR STANDS OR TAKES A
POSITION IN ANY PLACE OR BEGS FROM PASSERS BY, EITHER BY WORDS OR

12-103. VAGRANTS.

THE FOLLOWING PERSONS ARE VAGRANTS:

(1) EVERY PERSON WHO WANDERS ABOUT AND LODGES IN
OUTHOUSES, MARKET PLACES, BARRACKS, SHEDS, BARNS, OR IN ANY
PUBLIC BUILDING; OR

(2) EVERY PERSON WHO WANDERS ABOUT OR LODGES IN THE
OPEN AIR, AND DOES NOT HAVE A PERMANENT PLACE OF ABUSE OR A
VISIBLE MEANS OF MAINTENANCE. (P.L.L., 1930, Art. 20, sec. 403;

12-104. PENALTIES.

UPON CONVICTION, ANY VAGABOND, HABITUAL BEGGAR, VAGRANT, OR
FORTUNE TELLER IS GUILTY OF A MISDEMEANOR, AND IS SUBJECT TO A
FINE OF NOT LESS THAN $25 NOR MORE THAN $100, OR CONFINEMENT IN
THE COUNTY JAIL FOR A PERIOD OF NOT LESS THAN 2 MONTHS, NOR MORE
THAN 6 MONTHS, OR BOTH FINE AND IMPRISONMENT. (P.L.L., 1930, Art.

SECTION 3. AND BE IT FURTHER ENACTED, That the Public Local
Laws of Somerset County, being Article 20 of the Public Local
Laws of Maryland, are transferred to the 1988 Session Laws, as
follows:
