certain funds and records to certain treasurers or
subtreasurers within a certain period of time; requiring an
employer to inform an employee of certain facts when
soliciting for certain contributions; prohibiting an
employer from receiving, accumulating, transferring, or
utilizing money or anything of value secured by certain
threats, reprisals or discrimination or by certain other
factors; making certain technical changes; excepting an
employer's accumulation of certain contributions under
certain conditions from certain prohibited practices and
certain penalties; and generally relating to the
accumulation of certain combined, voluntary, and periodic
contributions by an employer under certain circumstances.

BY repealing and reenacting, with amendments,

Article 33 - Election Code

Section 26-9 and 26-16(a)(4)

Annotated Code of Maryland

(1986 Replacement Volume and 1987 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 33 - Election Code

26-9.

(a) EXCEPT AS PROVIDED IN SUBSECTIONS (B) AND (C) OF THIS
SECTION, [No] NO person other than a candidate shall, to aid or
promote the success or defeat of any political party or principle
or of any proposition submitted to vote at any public election,
or of any candidate for nomination for, or election to public or
party office, make a payment or contribution of money or property
or incur any liability or promise any valuable thing to any
person other than to the treasurer or subtreasurer of a candidate
or treasurer of a political committee in their official capacity.

(B) (1) A contribution may be made directly to a candidate
provided [such] THE candidate shall [thereupon] report [such] THE
contribution to [his] THE CANDIDATE'S treasurer.

(2)  Nothing contained in this subtitle shall limit or
affect the right of any person to volunteer [his] THE time or
personal vehicle OF THE PERSON for transportation incident to any
election or to expend money for proper legal expenses in
maintaining or contesting the results of any [such elections]
ELECTION.

(3)   [However, nothing] NOTHING in [this] subsection
(A) OF THIS SECTION shall preclude any person from expressing
[his] THE PERSON'S own personal views on any subject, hiring
