Ch. 675
LAWS OF MARYLAND
State at the next general election to be held in November, 1988
for their adoption or rejection in pursuance of directions
contained in Article XIV of the Constitution of this State. At
that general election, the vote on this proposed amendment to the
Constitution shall be by ballot, and upon each ballot there shall
be printed the words "For the Constitutional Amendments" and
"Against the Constitutional Amendments," as now provided by law.
Immediately after the election, all returns shall be made to the
Governor of the vote for and against the proposed amendment, as
directed by Article XIV of the Constitution, and further
proceedings had in accordance with Article XIV.

AN ACT concerning
Human Immunodeficiency Virus (HIV) -
Testing Donors of Sperm Semen, Blood, or Tissue
FOR the purpose of requiring certain institutions to test sperm
donors of semen, blood, or tissue specimens for human
immunodeficiency virus (HIV) antibodies; requiring certain
institutions to provide certain information to certain
persons; requiring certain institutions to obtain a certain
written consent from certain persons; requiring certain
institutions to use certain laboratories for HIV antibody
tests; requiring the reporting of any positive HIV antibody
test results to the Department of Health and Mental Hygiene;
providing for the confidentiality of any positive HIV
antibody test results obtained by an institution and
reported to the Department; defining certain terms;
prohibiting certain institutions from using a sperm specimen
semen, blood, or tissue specimens from which a donor with a
positive HIV antibody test result has been obtained; and
generally relating to the testing by certain institutions of
sperm donors of semen, blood, or tissue specimens for HIV
antibodies.
