avoid confusion with a local license.

2-102. LEGISLATIVE POLICY.

THE POLICY OF THE STATE IS TO REGULATE, THROUGHOUT THE
STATE, THOSE PERSONS WHO PROVIDE ELECTRICAL SERVICES OR ENGAGE IN
THE BUSINESS OF PROVIDING ELECTRICAL SERVICES, TO SAFEGUARD THE
LIFE, HEALTH, PROPERTY, AND PUBLIC WELFARE OF THE CITIZENS OF THE
STATE.

COMMITTEE COMMENT: This section is new language derived
from the first clause of former Art. 56, § 530.

This section is rephrased to indicate clearly that the
legislative policy that former Art. 56, § 530 set
forth in the context of qualifications for a license
is applicable to this entire title.

The phrase "throughout the State" is added for
emphasis to reflect the necessity for the regulation
of the provision of electrical services for all areas
of the State.

The defined term "provide electrical services" is
added to clarify that the title also applies to
individuals who provide electrical services.

The defined term "engage in the business of providing
electrical services" is substituted for the former
reference to "business of electrical contracting", for
clarity.

2-103. SCOPE OF TITLE — LOCAL JURISDICTIONS.
