SUBTITLE 7. SHORT TITLE; TERMINATION OF TITLE.

3-701. SHORT TITLE.

THIS TITLE MAY BE CITED AS THE "MARYLAND PLUMBING ACT".

COMMITTEE COMMENT: This section is new language added to
provide a convenient reference to this title.

3-702. TERMINATION OF TITLE.

SUBJECT TO THE EVALUATION AND REESTABLISHMENT PROVISIONS OF
THE MARYLAND PROGRAM EVALUATION ACT, THIS TITLE AND ALL
REGULATIONS ADOPTED UNDER THIS TITLE SHALL TERMINATE AND BE OF NO
EFFECT AFTER JULY 1, 1993.

COMMITTEE COMMENT: This section is new language derived
from former Art. 56, § 462A.

The word "title" is substituted for the former word
"subtitle" and, thus, excludes provisions that are
transferred to public local laws. See the General
Committee Comment. The Committee believes that the
excluded provisions were not intended to be covered in
the evaluation under the Md. Program Evaluation Act.

As to the Md. Program Evaluation Act, see Title 8,
Subtitle 4 of the State Government Article.

GENERAL COMMITTEE COMMENT:

As part of the ongoing revision of the Maryland laws, the
Division of Statutory Revision of the Department of Legislative
Reference reviewed the laws that regulate plumbers with the
intention of revising those laws in the proposed Business
Occupations Article. The mandate of the Division is to rewrite
the laws in a more organized, concise, and readable manner,
without making substantive changes. The objective is to clarify
the existing laws, but not to change their legal effect.

The problems inherent in the laws governing plumbing could
not be resolved in a routine nonsubstantive revision, because of
the numerous gaps, inconsistencies, and ambiguities in those
laws.

Therefore, a Joint Subcommittee of the Senate Economic and
Environmental Affairs Committee and the House Economic Matters
Committee was appointed to consider the substantive problems in
the plumbing law and to develop substantive legislation to
address those problems.
