Subsection (d) of this section is new language added
to state expressly that which only was implied in the
former law — i.e., laborers who do tasks only
incidental to plumbing work need not be licensed.
Subsection (e) of this section is new language added
to exempt from the licensing requirements an
individual who provides without compensation plumbing
services that the Board defines as incidental plumbing
services.
Subsection (f) of this section is new language added
to exempt from the licensing requirements an employee
of a building owner, building manager, or building
maintenance company while the employee is providing
minor plumbing repair services.
Under § 20 of Ch. ___, Acts of 1988, which also
enacted this title, the Board must adopt regulations,
on or before January 1, 1989, to define "minor
plumbing repair services" and to govern the conditions
under which the enumerated employees may perform the
services.
Subsection (g) of this section is new language added
to exempt from the licensing requirements a licensed
appliance installer in Allegany, Frederick, or Garrett
County. Under former Art. 56, § 462 — now Art. 11, §
2-13-21B of the Public Local Laws of Frederick County
— that County has authority to license appliance
installers. Similar authority was conferred on Garrett
County by Ch. ___, Acts of 1988, which also enacted
this title. As Allegany County is a code county,
additional statutory authority was unnecessary.
In subsection (c) of this section, the reference to an
"employee" of a gas company is added to clarify the
scope of this exception.
Also in subsection (c) of this section, the reference
to a gas company "regulated by the Public Service
Commission" is added for clarity.
Also in subsection (c) of this section, the word
"incorporated", which formerly modified "gas
companies", is deleted as surplusage.
