(2)  THE TERMS OF MEMBERS ARE STAGGERED AS REQUIRED BY
THE TERMS PROVIDED, FOR MEMBERS OF THE BOARD ON OCTOBER 1, 1988.

(3)  AT THE END OF A TERM, A MEMBER CONTINUES TO SERVE
UNTIL A SUCCESSOR IS APPOINTED AND QUALIFIES.

(4)  A MEMBER WHO IS APPOINTED AFTER A TERM HAS BEGUN
SERVES ONLY FOR THE REST OF THE TERM AND UNTIL A SUCCESSOR IS
APPOINTED AND QUALIFIES.

(F) REMOVAL.

THE GOVERNOR MAY REMOVE A MEMBER FOR INCOMPETENCE OR
MISCONDUCT.

COMMITTEE COMMENT: Subsection (a)(1), (2), and (4) through
(7) of this section is new language derived from the
fourth and fifth sentences, the first clause of the
first sentence, the second clause of the second
sentence, and the first through sixth clauses of the
third sentence of former Art. 56, § 449(a).

Subsection (a)(3) of this section is new language
substituted for the first clause of the second
sentence of former Art. 56, § 449(a), which required 7
members to be "practical and skilled plumbers". The
substituted language reflects that, in practice, 1
member has been a journey plumber.

Subsections (b) and (c) of this section are new
language that repeats the provisions of present Art.
41, § 8-102 that specify the qualifications for and
restrictions applicable to any consumer member of an
occupational board under the Department of Licensing
and Regulation.

Subsection (d) of this section is new language derived
from the second clause of the first sentence of former
Art. 56, § 452.

Subsection (e)(1), (3), and (4) of this section is new
language derived from the ninth through eleventh
sentences of former Art. 56, § 449(a).

Subsection (e)(2) of this section is new language
substituted for the eighth sentence of former Art. 56,
§ 449(a), which created a continuing stagger for the
members appointed to the Board on May 1, 1985. The
terms of one-third of the members of the Board expire
each year.

Subsection (f) of this section is new language that
repeats the provisions of Md. Constitution, Art. II, §
