from a recognized[,] English speaking[,] professional school is
acceptable as proof of proficiency in the oral communication of
the English language under this section.
(3) BY REGULATION, THE, BOARD SHALL DEVELOP A
PROCEDURE FOR TESTING INDIVIDUALS WHO BECAUSE OF THEIR SPEECH
IMPAIRMENT ARE UNABLE TO COMPLETE SATISFACTORILY A BOARD APPROVED
STANDARDIZED TEST OF ORAL COMPETENCY.
(4) IF ANY DISCIPLINARY CHARGES OR ACTION THAT
INVOLVES A PROBLEM WITH THE ORAL COMMUNICATION OF THE ENGLISH
LANGUAGE ARE BROUGHT AGAINST A LICENSEE UNDER THIS TITLE, THE
BOARD SHALL REQUIRE THE LICENSEE TO TAKE AND PASS A BOARD
APPROVED STANDARDIZED TEST OF ORAL COMPETENCY.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

AN ACT concerning
Tidal Fish Licenses - Delay in Application Process
FOR the purpose of establishing certain requirements after a
certain date for obtaining a tidal fish license to catch
crabs with a certain number of crab pots, finfish, oysters,
or clams; providing for a delay of a certain time period in
the application process for a tidal fish license under this
Act; providing for the scope and application of this Act;
requiring a certain application and registration process,
including payment of certain fees at a certain time;
prohibiting certain tests; and generally relating to the
establishment of a delay in the application process for a
tidal fish license to catch crabs with a certain number of
crab pots, finfish, oysters, and clams.
