Notwithstanding any provisions to the contrary in this
section, any funds encumbered prior to July 1, 1973 in the items
being repealed as of July 1, 1973, or encumbered prior to July 1,
1974 in the item being repealed as of July 1, 1974, shall not be
repealed and it is the expressed intent that the unencumbered
balances in said repealed items as of the date of repeal shall be
transferred to and be available for the appropriations initially
authorized on July 1, 1973 or on July 1, 1974.

Notwithstanding any provision to the contrary in this
section, any funds encumbered prior to July 1, 1977 in the items
being repealed as of July 1, 1977 shall not be repealed and it is
the expressed intent that the unencumbered balances in said
repealed items as of July 1, 1977 shall be transferred to and be
