(f)  Any federal grant that is available for work
proposed in an application for financial assistance under this
Act shall be applied first to the cost of the proposed work. The
percentage of State financial assistance otherwise available
under this Act shall be applied against the eligible costs
remaining after the federal grant is applied.

(g)  Each recipient of financial assistance under this
Act shall comply with all applicable federal and State laws,
regulations, orders, and permit conditions pertaining to air and
water quality and waste management.

(h) All funds received by the Maryland Environmental
Service under this Act shall be expended through the corporate
activities of the service.

(6) An annual State tax is imposed on all assessable
property in the State in rate and amount sufficient to pay the
principal of and interest on the bonds, as and when due and until
paid in full. The principal shall be discharged within 15 years
after the date of issue of the bonds.

SECTION I. AND BE IT FURTHER ENACTED, That nothing in this
Act shall be construed to enable Easton Correctional Institute to
receive any portion of funds authorized under this Act.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1988.

(Senate Bill 349)

AN ACT concerning

Creation of a State Debt - Salisbury District
Court/Multi-Service Center Loan of 1988

FOR the purpose of authorizing the creation of a State Debt in
the amount of $15,000,000, the proceeds to be used by the
Department of General Services for the purpose of designing,
constructing, and equipping a District Court/Multi-Service
Center facility in Salisbury, Maryland (Wicomico County);
providing that certain alternative funding sources may be
used under certain conditions which will automatically void
this authorization without further action by the General
