2 (two) such alcoholic beverages licenses may be issued in any
election district identified in paragraph (2) of this subsection.

(2) In Montgomery County, a license for the sale of
alcoholic beverages authorized by this article may not be issued
for any place of business located in [any one of the following
election districts or towns of the county: Laytonsville (1st
district),] Damascus (12th ELECTION district), and IN the towns
of Barnesville, Kensington, LAYTONSVILLE, Washington Grove and
the City of Takoma Park. In the town of Barnesville, the
Montgomery County Board of License Commissioners may issue a
special 7 day on-sale beer, wine, and liquor license to any bona
fide religious, fraternal, civic, or charitable organization.

SECTION 2. AND BE IT FURTHER ENACTED, That before this Act
becomes effective it shall first be submitted to a referendum of
the legally qualified voters of Laytonsville (1st Election
District) which includes the town of Laytonsville at the general
election to be held in November, 1988. The Board of Supervisors
of Elections of Montgomery County shall do the things necessary
and proper to provide for and hold the referendum here required.
There shall be printed on the ballots or ballot labels to be used
at this election the title of this Act and underneath the title,
on separate lines, a square or box to the right of and opposite
the words: "For authorizing the Montgomery County Board of
License Commissioners to issue, renew, and transfer any class or
classes of licenses for the sale of alcoholic beverages within
the 1st Election District, Laytonsville, except for the town of
Laytonsville" and a corresponding square or box to the right of
and opposite the words: "Against authorizing the Montgomery
County Board of License Commissioners to issue, renew, and
transfer any class or classes of licenses for the sale of
alcoholic beverages within the 1st Election District,
Laytonsville, except for the town of Laytonsville" so that each
voter of the 1st District may designate his or her decision for
or against the provisions of this Act. If a majority of the
votes cast in the election are "For authorizing the Montgomery.
County Board of License Commissioners to issue, renew, and
transfer any class or classes of licenses for the sale of
alcoholic beverages within the 1st Election District,
Laytonsville, except for the town of Laytonsville" the provisions
of this Act shall become effective on the 30th day following the
official canvass of votes for the referendum; but if a majority
of the votes cast in the election are "Against authorizing the
Montgomery County Board of License Commissioners to issue, renew,
and transfer any class or classes of licenses for the sale of
alcoholic beverages within the 1st Election District,
Laytonsville, except for the town of Laytonsville" the provisions
of this Act shall be of no effect and null and void.
