(IV) ADVISE THE DEPARTMENT OF HUMAN RESOURCES
AS TO A PLAN FOR THE DISTRIBUTION OF FUNDS AND THE EFFECTIVENESS
OF PROGRAMS;
(V) MAKE RECOMMENDATIONS TO THE DEPARTMENT OF
HUMAN RESOURCES AS TO THE ALLOCATION OF ANY AVAILABLE AND
APPROPRIATE FEDERAL OR STATE FUNDS, FOUNDATION GRANTS, AND
PRIVATE DONATIONS THAT BECOME AVAILABLE TO THE PROGRAM;
(VI) MONITOR THE OPERATIONS OF THE PROGRAM;
(VII) ANNUALLY REPORT TO THE GOVERNOR AND,
SUBJECT TO SECTION 2-1312 OF THE STATE GOVERNMENT ARTICLE, TO THE
GENERAL ASSEMBLY, ON THE ACTIVITIES OF THE PROGRAM, INCLUDING:
1. FINANCIAL REPORTS;
2. COUNCIL ACTIONS;
3. DISTRIBUTION OF FUNDS; AND
4. OVERALL EFFECTIVENESS OF THE PROGRAM
IN SERVING ITS STATED PURPOSES.
SECTION 2. AND BE IT FURTHER ENACTED, That the terms of the
initial members of the Council shall expire as follows:
(1) 5 members in 1990; and
(2) 4 members in 1991.
SECTION 2. AND BE IT FURTHER ENACTED, That the Department
shall annually report to the Governor and, subject to § 2-1312 of
the State Government Article, to the General Assembly, on the
activities of the Program, including:
(1) Financial reports;
(2) Distribution of funds;
(3) Community participation; and
(4) Overall effectiveness of the Program in
fulfilling its stated purpose.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.
