AN ACT concerning
Statewide Nutrition Assistance Program
FOR the purpose of establishing the Statewide Nutrition
Assistance Program in the Department of Human Resources;
specifying the purposes of the Program; establishing a
certain Advisory Council for the Advisory Program; providing
the composition, terms, and duties of the Council;
authorizing the Statewide Nutrition Assistance Program to
award grants to certain food distribution organizations in a
certain manner; requiring the Department of Human Resources
to adopt certain policies and procedures; requiring grant
recipients to obtain certain matching funds; defining
certain terms; providing for a delayed effective date; and
generally relating to the Statewide Nutrition Assistance
Program; and providing for a delayed effective date.

Section 130A through 130E 130D, inclusive, to be under the
new subtitle "Statewide Nutrition Assistance
Program"

Preamble
WHEREAS, More than 714,000 Marylanders, including 194,000
children below the age of 17 and 77,000 individuals over the age
of 65, are at risk of chronic undernutrition and of going without
food for some period during each month; and
WHEREAS, An estimated 650,000 pounds of food per month,
either donated or purchased at low cost, is available to meet the.
nutritional needs of these Marylanders; and
WHEREAS, Emergency feeding sites, such as food pantries and
soup kitchens, are often unable to use this food to feed hungry
Marylanders because of high transportation, storage, and
preparation costs; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
