Ch. 446                                          LAWS OF MARYLAND

Court, and the check is returned to the court by the financial
institution on which it is drawn because of insufficient funds in
the account, or because the account has been closed or never
existed, then the court may impose additional costs of $10
against the party issuing the check. These costs shall be in
addition to any other penalty now prescribed by law.

(E) THE COMPTROLLER SHALL ESTABLISH A LAW ENFORCEMENT AND
CORRECTIONAL TRAINING FUND, AS PROVIDED IN ARTICLE 41, § 4-1301
OF THE CODE, AND THE COMPTROLLER SHALL PAY INTO THE FUND FIFTY
PERCENT OF ALL COURT COSTS COLLECTED BY THE DISTRICT COURT UNDER
§ 7-301(A) AND (B)(1) OF THIS ARTICLE.

(F) BEGINNING JULY 1, 1993, THE COMPTROLLER SHALL NO LONGER
PAY INTO THE LAW ENFORCEMENT AND CORRECTIONAL TRAINING FUND FIFTY
PERCENT OF ALL COURT COSTS COLLECTED BY THE DISTRICT COURT UNDER
§ 7-301(A) AND (B)(1) OF THIS ARTICLE, BUT, INSTEAD, SHALL CREDIT
SUCH MONEYS TO THE GENERAL FUND OF THE STATE.

4-201.

(j) (1) A person may not be employed as a police officer by
any law enforcement unit for a
period to exceed 12 months unless
that person is
certified by the Commission, as provided for in
paragraph (6) subsection (d) of this section.

(2) (I) IN THIS PARAGRAPH, "NONFULL-TIME POLICE
OFFICER" MEANS ANY PERSON WHO DOES NOT WORK IN THE LAW
ENFORCEMENT FIELD AT LEAST 7 MONTHS DURING THE CALENDAR YEAR.

(II) THE CERTIFICATION REQUIREMENTS OF

PARAGRAPH (1) OF THIS SUBSECTION DO NOT APPLY TO THE NONFULL-TIME
POLICE OFFICERS OF ANY LAW ENFORCEMENT UNIT THAT EMPLOYS, DURING
A CALENDAR YEAR, AT LEAST 10 FULL-TIME SWORN POLICE OFFICERS AND
EMPLOYS AT LEAST 100 NONFULL-TIME POLICE OFFICERS.

(3) A person may not serve as a police officer during
the period when this certification has been revoked or suspended
by the Commission or it has lapsed.

(A) THE GENERAL ASSEMBLY OF MARYLAND FINDS AND DECLARES
THAT:

(1) PROFESSIONAL LAW ENFORCEMENT AND CORRECTIONAL
TRAINING IS REQUIRED AS OUR EXPECTATIONS FOR POLICE AND
