county budget officer to approve certain budget transfers;
authorizing the board of county commissioners to provide for
certain appropriation or budget transfers between
departments or agencies; providing for the budget officer to
submit periodic reports concerning the status of the
budgeted funds during the fiscal year and recommendations of
the budget officer in the event of a shortfall in revenue;
providing for the expenditures of restricted revenues which
are received after a budget is adopted; repealing the
prohibition of transferring capital budget funds to the
current expense budget; clarifying other provisions
concerning the budget process; and generally relating to
finance and taxation in Frederick County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 11 - Frederick County

2-7-1.

(a) (1) [The county commissioners, on] ON or before [the
first day of] June 1 and in accordance with law, THE COUNTY
COMMISSIONERS shall levy upon all of the taxable property of the
county and upon all property subject to taxation [therein,] IN IT
