The Compact Administrator[:
(1) Shall] SHALL consult with the immediate family of
any proposed transferee[; and
(2) In the case of a proposed transferee from an
institution in this State to an institution in another party
state, may not take any final action without approval of the
circuit court for the county where the proposed transferee is
located].
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

AN ACT concerning
Creation of a State Debt - Wicomico County -
John Wesley Methodist Episcopal Church
FOR the purpose of authorizing the creation of a State Debt in
the amount of $150,000, the proceeds to be used as a grant
to the Chipman Foundation for the restoration and repair of
the interior and exterior of the John Wesley Methodist
Episcopal Church, which will be used as a museum of local
history, a Black Cultural Center, and a public meeting
place, subject to the requirement that the Chipman
Foundation provide a matching fund of a certain kind and
amount, for the same purpose, by a certain date; providing
that no portion of the proceeds of the funds be used for
sectarian purposes; and providing generally for the issue
and sale of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Wicomico County - John Wesley Methodist
Episcopal Church Loan of 1988 in the total principal amount of
$150,000. This loan shall be evidenced by the issuance, sale,
