SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988. The provisions of this Act permitting
the transfer of any class beer, wine and liquor (on-sale) retail
licenses into the "Pikesville Revitalization Area" or the
"Pikesville Town Center" in Baltimore County and the conversion
of those licenses into Class B (SB) licenses shall remain
effective for a period of 2 years and, at the end of June 30,
1990, and with no further action required by the General
Assembly, those provisions of this Act shall be abrogated and of
no further force and effect.

AN ACT concerning
Nursing Health Manpower
Shortage - Community Colleges -
Tuition State Aid, Tuition, and Fees
FOR the purpose of establishing that certain students who are not
residents of the State or residents of certain counties and
who enroll in certain health related educational programs
nursing education at a community college are eligible to pay
the same rate of tuition and fees as certain county
residents under certain circumstances and are eligible for
certain State aid; providing for a certain termination of
this tuition and State aid program under certain
circumstances; providing that certain local political
subdivisions are not obligated to compensate community
colleges for certain losses under this Act; and requiring
the State Board for Higher Education Community Colleges to
make a certain report to the Legislative Policy Committee
annually.
