AN ACT concerning
Elections - Universal Registration
FOR the purpose of altering the voting registration requirement
for municipal elections and implementing a system of
universal registration; requiring a municipal corporation to
allow certain individuals to vote in municipal elections
under certain circumstances; providing for the development
of a certain plan and schedule for establishing certain
procedures for obtaining certain voter registration lists;
requiring county election boards to provide certain lists
under certain circumstances; authorizing the allocation of
certain costs; authorizing the removal of names from voting
lists under certain circumstances; requiring the naming of a
certain liaison liaisons; requiring the development of a
certain plan under certain circumstances providing for
certain reimbursement by the State for certain costs
associated with the implementation of universal
registration; authorizing the State Administrative Board of
Elections Laws to resolve certain disputes and to adopt
certain regulations; providing a delayed effective date; and
generally relating to voter registration for municipal
elections and universal registration.
FOR the purpose of altering the law relating to voter
registration for municipal elections; providing that
registration of a voter by the board of supervisors of
elections of a county shall be deemed registration for
purposes of municipal elections in a municipal corporation
in which the voter resides; requiring certain municipal
corporations, within a certain time frame, to submit a
request to certain boards of elections for the development
of a certain plan and schedule; specifying certain
information that must be included in a certain application;
requiring the county board to appoint a county liaison and
respond to the municipal corporation's liaison within a
certain time; requiring certain liaisons to meet and develop
a certain plan and schedule; specifying the contents of a
certain plan; establishing certain duties of the county
boards and the municipal corporations concerning certain
