(4)  The Comptroller shall annually pay from the
special fund $10,000 as a grant to the Great Frederick Fair to
support exhibition harness races, with the funds to be used for
purses and track maintenance.

(5)  In the event racing is discontinued at the
Timonium track, all of the remaining days of racing awarded to
the Maryland State Fair and Agricultural Society, Inc., shall be
awarded by the Commission pursuant to the provisions of § 7 of
this article and no compensation may be paid to the Society to
offset any loss of revenues attributable to the discontinuance of
racing. Additionally, the grant to Baltimore County under this
subsection shall terminate.

(6)  The Comptroller shall annually pay from the
special fund to the City of Bowie the sum of $50 for each day on
which the training facilities are open at the Bowie track.

(c) (1) (I) To assist the funding of services and
facilities in communities located within 2 miles of Pimlico
racetrack or 3 miles of Laurel racetrack, the Comptroller shall
in semiannual installments pay from the special fund:

[(1)] (I) 1. To Anne Arundel County, the sum of
$2,000 for each day on which racing is conducted by a licensee
under § 7 of this article at a track located in the county;

[(2)] (II) 2. To Baltimore City, the sum of $2,800
for each day on which racing is conducted by a licensee under § 7
of this article at a track located in the City;

[(3)] (III) 3. To Howard County, the sum of $500 for
each day on which racing is conducted by a licensee under § 7 of
this article at a track located in Anne Arundel County; and

[(4)] (IV) 4. To the City of Laurel, the sum of $300
for each day on which racing is conducted by a licensee under § 7
of this article at a track located in Anne Arundel County.

(2) (II) IN NO YEAR SHALL THE PAYMENTS REQUIRED UNDER
THIS SUBSECTION PARAGRAPH BE LESS THAN THE SUM ALLOCATED FOR 140
DAYS OF RACING CONDUCTED BY EACH LICENSEE UNDER § 7 OF THIS
ARTICLE.

(2) FOR WAGERING AT A TRACK LICENSED UNDER § 7 OF
THIS ARTICLE ON RACING TRANSMITTED BY SIMULCAST FROM ANOTHER
TRACK IN THE STATE, ON DAYS THAT LIVE RACING IS NOT BEING
CONDUCTED AT THE TRACK RECEIVING THE SIMULCAST TRANSMISSION, THE
COMPTROLLER SHALL PAY FROM THE SPECIAL FUND, IN SEMIANNUAL
INSTALLMENTS:
