(C) NOTHING IN THIS SECTION MAY BE CONSTRUED AS CREATING A
CAUSE OF ACTION AGAINST ANY PUBLIC OFFICIAL, EMPLOYEE, PUBLIC
AGENCY, STATE OR LOCAL GOVERNMENT, OR ANY AGENCY RESPONSIBLE FOR
THE GUIDELINES SET FORTH IN THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

AN ACT concerning

Manufacture of Controlled Dangerous Substances -
Use of a Minor - Penalties

FOR the purpose of prohibiting a person from hiring, soliciting,

engaging, or using a minor, in any manner, for the

manufacture of controlled dangerous substances, unless the
manufacture has a lawful purpose; providing certain

penalties; and generally relating to hiring, soliciting,

engaging, or using a minor to manufacture controlled
dangerous substances.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 27 - Crimes and Punishments

286C.

(a) (1) A person may not hire, solicit, engage, or use a
minor, in any manner, for the purpose of MANUFACTURING,
distributing, or delivering, on behalf of that person, any
