enhancing the administration of Part VII of Title 5 of the Family
Law Article, including:

1. Providing funds for additional licensing staff to
increase inspection;

2. Providing training and education for licensees and child
care center staff;

3. Providing child care information and referral to
consumers; and

4. Developing an outreach program for licensees.

SECTION 10. AND BE IT FURTHER ENACTED, That the Department
of Human Resources shall consult with child care providers,
religious organizations, local governments, and other interested
parties in developing the regulations to carry out the purpose of
this Act.

SECTION 7. AND BE IT FURTHER ENACTED, That this Act is an

emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay
vote supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, and shall take effect
from the date it is enacted.

SECTION 11. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

AN ACT concerning

Day Care Facilities Loan Guarantee Fund and
Child Care Facilities Direct Loan Fund

FOR the purpose of creating the Child Care Facilities Direct Loan
Fund; defining certain terms; providing that the money in
the Direct Loan Fund shall be used for direct loans for
certain child care facilities; permitting the Department of
Economic and Employment Development to delegate its
authority to approve guarantees and direct loans to any
