(e)  Children of State employees shall have priority over
other children in admission to a [group day] CHILD care center in
a State-occupied building or nearby buildings.

(f)  (1) After a [group day] CHILD care center for children
of State employees has been established, the Department of
[Health and Mental Hygiene] HUMAN RESOURCES shall assess the
child [day] care needs of the State employees using the center at
least every 5 years.

(2)  If the assessment demonstrates that the service
is no longer needed or feasible, the Secretary of the Department
of [Health and Mental Hygiene] HUMAN RESOURCES may close the
center.

(3)  The Secretary of the Department of [Health and
Mental Hygiene] HUMAN RESOURCES shall give the [group day] CHILD
care center 90 days' written notice of closure.

(e) The local department, the appropriate law enforcement
agencies, [and] the State's Attorney within each county and
Baltimore City, THE DEPARTMENT'S OFFICE RESPONSIBLE FOR CHILD
CARE REGULATION, AND THE LOCAL HEALTH OFFICER, shall enter into a
written agreement that specifies standard operating procedures
for the investigation and prosecution of reported cases of
suspected abuse.

SECTION 2. AND BE IT FURTHER ENACTED, That all persons who

are, as of _______, 198_, classified employees of the Department

of Health and Mental Hygiene and whose positions are transferred
to the Department of Human Resources by this Act are hereby
transferred to the Department of Human Resources, effective

_______, 198_, without any change or loss of rights or status,

and shall retain their merit system and retirement system status,
except as otherwise specifically provided in this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That, except as
expressly provided to the contrary in this Act, any transaction
affected by or flowing from any statute here amended, repealed,
or transferred, and validly entered into before the effective
date of this Act and every right, duty, or interest following
from it remains valid after the effective date of this Act and
may be terminated, completed, consummated, or enforced pursuant
to law.

SECTION 4. AND BE IT FURTHER ENACTED, That, except as
otherwise provided in this Act, all permits and licenses,
applications for permits and licenses, rules and regulations,
