INSTITUTIONS OF HIGHER EDUCATION AND THEIR CHILDREN WHO ATTEND
PUBLIC INSTITUTIONS OF HIGHER EDUCATION IN THIS STATE.

Title 16. Community Colleges

16-104.

(a) In addition to the other powers granted and duties
imposed by this title, and subject to the provisions of Title
[12] 11 of this article, the State Board for Community Colleges
has the powers and duties set forth in this section.

(i) (1) The Board shall coordinate relationships among the
community colleges to:

(i) Assure the widest possible educational
opportunities for students in this State;

(ii) Facilitate the transfer of students
between the community colleges and the University of Maryland
SYSTEM, [the State universities and colleges,] and other
institutions of higher education; and

(iii) Assure the most efficient use of State
money.

(2)  The Board may designate any community college
instructional program as a statewide or regional program.

(3) CONSISTENT WITH THE POLICIES OF THE MARYLAND
HIGHER EDUCATION COMMISSION, AND UPON THE RECOMMENDATION OF THE
EXECUTIVE DIRECTOR, THE BOARD SHALL DEVELOP A PLAN THAT
IMPLEMENTS THE MISSION OF THE COMMUNITY COLLEGES.

(4) THE BOARD SHALL:

(I) ASSURE THAT COMMUNITY COLLEGE FUNDS ARE
SPENT PRUDENTLY AND IN ACCORDANCE WITH STATE GUIDELINES;

(II) ASSURE THAT COURSES OFFERED ARE WITHIN THE
SCOPE OF THE MISSION OF THE COMMUNITY COLLEGES;

(III) ESTABLISH AND MAINTAIN A COMMUNITY
COLLEGE INFORMATION SYSTEM FOR PLANNING AND COORDINATING
PURPOSES;

(IV) MONITOR COMMUNITY COLLEGE ADMINISTRATIVE
PRACTICES TO ASSURE QUALITY AND EFFECTIVENESS;

(V) PROVIDE CENTRALIZED DATA PROCESSING
ASSISTANCE TO COMMUNITY COLLEGES;
