strengthened, utilizing the scholarly excellence of the

University's campuses in that area. The University will

recognized the roles of its historically black institutions,
affirm the need for increased access for

economically disadvantaged and minority students, encourage and

support high quality undergraduate and teacher preparation

programs on its campuses, and stimulate outreach to the community
and State through close relationships with public elementary and

secondary schools, business and industry, and governmental

agencies.

As the governing body of the constituent institutions

comprising the University of Maryland System, the primary

responsibilities of the Board of Regents shall be the adoption of
policies for governing and administering the System, and the
appointment of the Chancellor of the System and the President of

each of the constituent institutions. The Board shall also

review and determine whether any University academic programs are
unnecessarily duplicative or unproductive, taking into account
the missions of the institutions, student demand, and economic
efficiency; and the Board shall act to promote the most efficient

utilization of resources in the interests of the State. The

University of Maryland System should share with Morgan State
University the responsibility for providing doctoral and research

opportunities in the Baltimore area. Graduate and research

opportunities in this region may be strengthened through

cooperative faculty arrangements involving the institutions of
higher education in the State; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section(s) 11-101 through 11-202 and the title
"Title 11. General Provisions"; 12-101 through 12-303 and the
title "Title 12. State Board for Higher Education"; 13-101
through 13-106 and 13-108, and the subtitle "Subtitle 2. Morgan
State University"; and 14-101 through 14-301 and the title "Title
14. Board of Trustees of State Universities and Colleges" and
the various subtitles; and 18-202, 18-203, 18-205, 18-307, and
18-805 and the title "Title 15. St. Mary's College"; of Article -
Education of the Annotated Code of Maryland be repealed.

SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of
Maryland read as follows:

TITLE 10. DEFINITIONS AND MARYLAND CHARTER
FOR HIGHER EDUCATION
