WILLIAM DONALD SCHAEFER, Governor                   Ch. 245

In Garrett County, notwithstanding any other provisions of
this subtitle and except on Sundays and New Year's Day, holders
of any class licenses issued under this article, INCLUDING A
HOLDER OF A CLASS E STEAMBOAT LICENSE ISSUED BY THE STATE
COMPTROLLER'S OFFICE FOR USE ON ALL STATE WATERS LOCATED WITHIN
GARRETT COUNTY, may not sell alcoholic beverages between the
hours of 2 a.m. and 6 a.m. on any day of the week or at any time
on Sunday after 2 a.m. However, this section is subject to the
provisions of § 89(j) of this article regarding sales on New
Year's Eve or New Year's Day regardless of the day of the week on
which December 31 and January 1 fall.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of
the public health and safety, has been passed by a yea and nay
vote supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, and shall take effect
from the date it is enacted.

(House Bill 1058)

AN ACT concerning

Vehicle Laws - Excise Tax and Registration Fees

FOR the purpose of exempting from the vehicle excise tax certain
vehicles registered in a certain class certain classes;
providing that certain exemptions from the vehicle excise
tax do not apply to a vehicle that is transferred under
certain circumstances; providing for an exemption from the
vehicle excise tax for a certain class of vehicles under
certain circumstances; providing for certain refunds of
certain excise taxes paid; requiring the owner of a certain
vehicle that is exempt from the excise tax to pay the tax
under certain circumstances; altering certain vehicle
registration fees and the maximum gross weights or seating
capacity
on which registration fees are based; clarifying
language; providing for the effective date of this Act;
making provisions of this Act severable; making this Act an
emergency measure; declaring the intent of the General
Assembly;
providing for a delayed effective date for certain
provisions of this Act; and generally relating to the
vehicle excise tax and certain registration fees.

BY repealing and reenacting, with amendments,
