(i) The BOARD OF county commissioners, by and through the
board of parks and recreation, may join or cooperate with the
federal government, the State of Maryland, any municipality, any
other governmental agency or citizen group in providing,
establishing, conducting, and maintaining recreation centers,
playgrounds, parks, and other recreation facilities and
activities.

(j) The BOARD OF county commissioners may borrow funds for
the purposes of this section and issue individual notes, bonds or
other evidence of indebtedness for the repayment of the funds and
of interest thereon.

(k) (1) The director of parks and recreation shall be
appointed by the BOARD OF county commissioners from a list of
three names submitted by the board of parks and recreation. The
director shall have a degree in recreation or a similar field or
have five years' experience in parks and recreation and shall
serve at the will of the BOARD OF county commissioners. The
annual salary for the director shall be determined by the BOARD
OF county commissioners, except that it shall not be less than
$10,000.

(2) The director shall serve under the general
direction and supervision of the board of parks and recreation.
His duties shall consist of maintenance of equipment and
facilities used in the public recreation program and in
scheduling and operating programs established and adopted by the
board of parks and recreation.

(1) Notwithstanding any other provisions of this section,
the authority of the Cecil County Planning Commission, as set
forth under section 3.08 of Article 66B, [Code of Public General
Laws of Maryland] ANNOTATED CODE OF MARYLAND, shall not be
diminished or impaired.

The BOARD OF County Commissioners of Cecil County shall have
power and authority to establish, maintain, and support the
operations of [a county disaster control center] AN EMERGENCY
MANAGEMENT AND CIVIL DEFENSE AGENCY for the purpose of providing
a control center for the receiving and dispatching of all
equipment and personnel in any emergency. The [county disaster
control center] EMERGENCY MANAGEMENT AND CIVIL DEFENSE AGENCY
shall be under the supervision of the director of civil defense
for Cecil County.

[Effective July 1, 1970, the] THE BOARD OF County
Commissioners of Cecil County are hereby directed to SHALL levy
on the assessable property in Cecil County, annually, the sum
