(1) DEFACE OR CAUSE TO BE DEFACED A COUNTY FLAG OR
COUNTY SEAL; OR
(2) EXPOSE TO PUBLIC VIEW A DEFACED COUNTY FLAG OR
COUNTY SEAL.
(C) A PERSON MAY NOT MANUFACTURE, SELL, EXPOSE TO PUBLIC
VIEW, OR POSSESS, FOR EXHIBITION OR DISPLAY PURPOSES, ANY ARTICLE
OR MERCHANDISE, CONTAINER, OR OTHER ITEM THAT HAS PRODUCED ON IT,
OR ATTACHED TO IT, THE COUNTY FLAG OR COUNTY SEAL INTENDED TO
DECORATE, DISTINGUISH, OR OTHERWISE MARK THAT ITEM.
(D) A PERSON WHO VIOLATES THIS SECTION IS GUILTY OF A
MISDEMEANOR AND ON CONVICTION IS SUBJECT TO A FINE NOT EXCEEDING
$500.
SECTION 2. AND BE IT FURTHER ENACTED, That the official
flag and seal of Garrett County described in this Act shall
supersede any previous flag or seal of Garrett County.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

AN ACT concerning
Municipal Incorporation - Repeal of County Modification
of County Annexation Approval Action by County
Governing Body
FOR the purpose of altering a provision of law to require
instead of authorize, a county governing body to provide for
a certain referendum election concerning a petition for
municipal incorporation or to reject a referendum request
within a certain period of time; requiring the county
governing body to provide a certain written explanation of a
rejection of a referendum request and to establish certain
reconsideration procedures; repealing the requirement for
county approval as a condition of creating a municipal
corporation; and generally relating to the creation of
municipal corporations.
BY repealing and reenacting, with amendments,
