Preamble

WHEREAS, The State Board of Examiners of Professional
Counselors has been subject to an evaluation to determine the
appropriateness of waiver pursuant to Section 8-403(e) of the
Maryland Program Evaluation Act, this procedure being created to
streamline the process for legislative review required under the
Act; and

WHEREAS, The Legislative Policy Committee has reviewed the
organizational and fiscal status of this Board and has determined
that additional information is required before a full evaluation
can be completed;

WHEREAS, The Legislative Policy Committee recommends that
additional time be made available for review of the State Board
of Examiners of Professional Counselors and that the date by
which a full evaluation must be completed be altered to be July
1, 1993; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - State Government

8-403.

(d) Except as otherwise provided in subsection (e) of this
section, on or before July 1, 1993, an evaluation shall be made
of the following governmental activities or units and the
statutes and regulations that relate to the governmental
activities or units:

(19)  State Board of Examiners for Speech Pathologists
(§ 19-201 of the Health Occupations Article); [and]

(20)  Advisory Committee on Wage and Hour Law (Article
100, § 85 of the Code); AND

(21)  STATE BOARD OF EXAMINERS OF PROFESSIONAL
COUNSELORS (§ 15.5-201 OF THE HEALTH OCCUPATIONS ARTICLE).

[(f) Except as provided in subsection (e) of this section,
on or before July 1, 1989, an evaluation shall be made of the
State Board of Examiners of Professional Counselors (§ 15.5-201
